As far as I know, there isn't any place in Pigeon Forge... if you get over to Townsend, you might look in at Nogger Nob or Nawger Nob... not sure of spelling... they are primarily a carving store, but an interesting place to visit.
Also just down the road is Strings n Things... a music store that sells dulcimers...

This is not pen making, but there is an interesting wood craft place to visit near Pigeon Forge. Judy Gail Roberts, an Internationally known Intarsia Artist has her shop and store there. She sells classes and has all of her patterns for sale. There is a large studio display are and her creations are fantastic. Her website is: Judy Gale Roberts Intarsia
It is well worth a trip. Pay attention to the directions to the shop on the website as it is off the beaten path a bit. I dabble a bit with the scroll saw and her patterns are very nice.
