I have the previous version of the BTS 21, I think it is the BTS 20. Anyway, for the price, the BTS 21 looks like a good. I went with the BTS 20 3 years ago so that I could fold it up and put it out of the way. I really like it, no it's not a Delta Unisaw with Bessemeyer fence, but for what I do with it, it's fine. The BTS 21 has the sliding miter table (mine does not) and that looks like it would be great for doing laminations. As long as you stay within its limits I'm sure you'll like it.
One thing I should mention, is that I bought a Freud Diablo combo blade for it ($50). BIG difference in the stock blade that came with the saw, the Freud sliced through ebony like nothing.
I think Ryobi makes good tools, not the best, but good.
I have the Craftsman Professional 10 in. Portable Table Saw which I think is the same saw in a different wrapper. It is okay, but I really had to play with it to get it to give me tight tolerences. Be prepared to do a lot of adjusting if you are looking for DNO accuracy.
The BTS21 and BT3000 (BT3100) are completely different and in different classes.
The biggest difference and the one that speaks about the qualities of the two machines is that The BTS21 is a direct drive saw and the BT3000 is belt driven.
