Newbie question drying/stabilizing

This is my first question post so sorry if it is worded wierd or wrong.

What is the difference between drying and stabalizing?

Are they two different processes for different results?

Can you stabilize instead of dry?

drying is when you wait for the water to come out of the wood.
Stabalizing wood is when you add something to the wood to increase the bonding between the fibers of the wood.
