New Forum and Small Reorganization

Over here we took a poll on the creation of a segmenting forum. The result was strongly positive so the Segmenting Forum has been created.

To hold both this new forum and the existing Casting & Stabilization forum, a parent forum Blank Making has been created.

You can see the new forums in the navbar forum chooser as well as the full forum list.
