Is there a paint that is liquid-proof that can be submerged forever and not be affected?

What liquids will not change color hues, and not dye anything it would come in contact with?

Is CA Waterproof or would epoxy be better?

What pen kit type has the most clearance between the tube Diameter and the overall O.D.?

How can i sand the inside of a pen blanks after i drill it?

How strong is PR that is about 1/16 thick?

that's all i can think of right now, but im sure i will have more! If anyone here is very good at detail work on very brittle materials, please let me know!

Couldn't even begin to answer your questions, but if you are planning to try what I THINK you are planning, I sure can't wait to see it :) ... and by the way, if you go to an aquarium store they will sell waterproof and water tight silicone epoxy for repairing tanks that will probably work for you

Not really sure.. might depend on what it is coming in contact with.
water, some oils, alcohols, some solvents .. can you be more specific
about application so people know better how to answer?
(don't need to give away any secrets, but it's not easy to answer)

You might try making a sanding stick and chucking it in your hand drill.
Take a piece of dowel and make a slit in it with your bandsaw. (make up
a disposable jig to hold it so you don't get hurt) Slide in a strip of
sandpaper and roll it so it fits into the tube. Use successively finer grits
until you get a good finish. If you're going for something without a tube,
make your last strips out of something absorbent and apply some plastic
polish. That's my guess.

How strong is PR that is about 1/16 thick?

You'd need to check the tech sheets of the particular resin and might
have to do some math. Most will list tensile strength, elongation etc. in
the sheets. Most companies will list this info on their websites, I think.

It will be in contact with PR for long periods of time so it cant stain clear PR...

For the paint, I'd say a polyurethane automotive or industrial paint might be the best, but not last "forever." Maybe powder coating or some sort of baked on epoxy coating would be better.

For CA vs. Epoxy, I'd guess that they're close to the same.

Yes, Laminar x-series paints will, except under extreme duress, as in highly mineralized water flowing at a rapid rate.
However, it is real hard to find and expensive as heck.

You would be better getting some of the marine epoxies or as stated earlier aquarium epoxies. Although most of the aquarium repair kits are a silicone based product

Drill undersize of what you want, roll up your desired abrasive around a small dowel, and polish to your hearts content.

Not very at all. Most of our "kits" get their strength from being bonded to the brass tube. Now, you might want to try a clear tube made of som eof the other plastics instead.
I will try to get back to you on this one.
