It's a generic name for a turning machine that is designed to accurately turn metal and other hard materials. The primary difference to a metal lathe and wood lathe is that the cutting tool is mechancally controlled and held on a 'metal lathe' whilst the tools traditionally used on a wood lathe are held and controlled by hand.
