Good morning Rob!
It is my humble opinion the the dollar dictates the answer. If you can afford to spend the money, buy the whole set. Then if you run into a situation where you need one you have it. I have only the ones called for by the kits I use. As of today I have never come accessed the need for one I do not have.

It depends on what kits you are going to make. Of the lettered bits, I only have the O and S. The O is the only one I use with much frequency. I've only used the S twice. I would recommend buying higher quality bits for the kits you make than buying a full set for pen making.
 
I'm a drill bit junkie so I have about every bit known to man, BUT, the letter set is pretty limited and is probably the one I use the least. If you're just doing pens I wouldn't get the whole set but if you like making things and experimenting then by all means get a set. Like I said, I don't use them often, but it sure is nice to have them when needed!;)
 
Buy a set of the HF drill bits, Frac, number, letter usually around $39 to $49 dollars, but once in awhile on sale for $29.95. Maybe not the best but they do work pretty well.

I have several decent fractional sets (bullet point, brad tip, split point, etc).

For the metric and letter sizes that I know I'm going to use frequently, I get good quality bits and store them in drill indexes I got from Enco.

You really have to balance cost against need. With shipping costs and the cost of gasoline what they are today, running to the store or ordering online for one or two drill bits doesn't necessarily make a lot of sense.

That's why I just ordered the HF (every size known to man) set so that I can continue working if I suddenly need a new size. I can then make a list over time and put together a larger order to minimize travel or shipping costs.

Just my 50th of a dollar.
 
I bought the HF set and used it for almost two years. After I discovered the bits I used the most, I bought those particular bits from the Norseman group buy. I still use the HF set, but I saved a lot by upgrading only the most used bits.
