For some reason the part of the cigar bushing that the top end of the lower tube rests on expands the tube to the point that part that should press into it can be inserted without a press, just push with my thumb. I will address the bushing problem and can probably fix it.

I pt a little epoxy in the end of the tube to hold the part. It is solidly seated and secured 24 hours later. Is it acceptable to sell this pen without a discount?

Yes, I scuffed both the tube and part before the epoxy.

Also any ideas why the bushing is doing this would be appreciated.

All the parts I make have to be epoxied in. It actually has the advantage of being able to check the fit and finsh before final assembly. I wouldnt give it another thought.
 
Sounds like a cheap set of bushings. Yes you can sell it, you know for sure it's not coming apart and will not need to be taken apart anytime soon. As long as it looks good and you have a buyer.
 
I have made a few Woodcraft Retro pens, and I have had to glue one joint together on every one I've made. I think that perhaps the quality control wasn't just perfect, because the one joint slides together, just as you suggest, without pressure. Since it is a joint that isn't meant to come apart, I use Locktite and every pen I have given away still works perfectly.
