You can "rejuvenate" most tip-caps by soaking in acetone for a couple of hours. . But I don't know the particular brand you're referring to.
 
It depends on what type and size bottles you are using. Exotic Blanks sells bottles, caps and applicator tips for CA. I buy my CA in larger sizes and transfer it to 1oz or 2oz bottles depending in how I'm using it. I'm not sure of other sources but I'm sure there are many. Hope this helps with your question.
