HELP. With the Penn State Concava pen assembly #PKCONGM

First time turning one of these pens. I am trying to assemble it. The instructions call for you to make a mark at 13/16 " on the turn mechanism chrome end. Measuring from either end of the mechanism places the mechanism deep into the lower barrel. The refill does not fit properly and binds up. Any ideas on what I might be dong wrong?
