green pen blanks

Dobson, NC, USA.
Being fairly new to turning, I have a question about cutting pen blanks from green wood. Should you let wood dry before cutting blanks? Should they be cut oversize to allow for changes in shape during drying? Is drying time species dependent? Thanks in advance for your input.
