I just received an email from someone where the date sent was listed as Thu, December 9, 2010 9:06 am while the rest of the emails are listed as XX:XXam.
What gives?

Usually what you are listing is the time. The date is today. That was a very old email or the person that sent it has his date set way wrong or something like that.
 
The CMOS battery in his computer has probably failed and every time he turns it on it sets the clock to the default.
 
You would have to ask the NSA, but I think Bob is right. Look at the Internet Header of the message and you should see some recent network times.
