I just got some dipping lacquer to try however, it is leaving a lip on the bottom edge of the blank as it dries.

Any thoughts on how I could avoid this issue?

You need to have a bushuing of some type on the bottom. Delrin is prefered. This will allow the lacquer to pool at the bottom of the bushing and the tube will self level as it should.

Yep, use bushings. Another tip taught to me by the "master lacquer dipper", Lwalden, was to flip the blanks over after each dip or "coat". This insures the lacquer is evenly distributed on both ends of the blank.

Another thing I learned was NOT to put a freshly dipped pen in a penbox with the little elastic retaining bands, the marks they leave aren't pretty. Allow at least two or three weeks drying time before really handling the pens.

I found a nifty thing at Cabella's. It is for drying flies and lacquered threads on a fishing rod. Battery operated. Turned a shim for the chuck that holds the mandril. Place blanks and wood shims to support the blanks. Works fine. Before finding this ($40) I was looking for an old motor from a barbecue.

I stand mine on end until dry to the touch. This allows the lacquer to level without any risk of sagging.

Then redip and flip to dry on the other end, as mentioned.

once I have all the coats I want on there and they are dry to the touch, I remove the bushings and they go on a curing rack for several weeks. Then I can polish them if needed.

They are a long process.

Lacquer dipping stand

Here is a dipping stand that I use, I use derlin bushings made for each pen that I make on both bottom and top. Let the lacquer drip into the cup. When dry reverse the blank and dip again. I give between 8 and 10 coats. Let cure for 2 weeks and buff. The stand can do 6 blanks.Hope this helps.
BTW, I stole this idea from someone here, not sure but it could have been Butch.
