Dipping Lacquer Mix

I have been reading the tutorials on dipping pens and brass cartridges. Can anybody tell me what the 60/40 mix means. Is the 60 Lacquer or thinner or the other way around. I am not sure which way to mix it. Thanks for the help. RichB
