Die holder question

Hi. I am hoping to get some advice. I am experimenting with kitless. I have been gathering supplies. I ordered die holders and when I look inside this one I think that it is defective. Is it supposed to be off-center like the image below? I assume that it is not and this holder is defective but want to be sure before I try to return it. I am hesitant to try it because I don't want to damage anything.

It sure looks to me like the mandrel hole is off center with the die holes, if that's the case I would return it.
The die holder from LMS that Rob linked to is the one I recommend, I have two of them and they have never let me down.
