delta mid lathe issue

I have a delta 40-460 mid lathe and am having 2 problems.

1. The spindle lock will only go in part way and will not totally lock it.

2. When I put on a mandrel and turn a pen blank it seems to be out of alignment. I have tried the same mandrel on another lathe and it works so I know that the mandrel is not bent.

Any suggestions? Can problem 2 be an issue with the bearings? I also noticed that when I take off the cover that the belt is not running smoothly. Not much of motor mechanic. Any help would be appreciated.
 
1. Check for debris on threads and components to see if something is in there.
2. Do you hear any noise from the bearing or have a vibration in head stock near bearings?

If its a bearing problem, they can be changed easily. Those bearings are common to atv's. Take them out and go to a bearing supply, they can match the numbers for replacements.
 
Make sure the morse taper is clean. You can do this very nicely with a 20 guage shotgun cleaning brush. maybe that will help you and it is very easy. This could fix your alignment issue? I am of course assuming you have a morse taper mandrel.

Both problems are related. The Pully has slipped out of alignment. This is a matter of putting the pulley back into the correct position (use a string between the far left top and bottom pulleys and align them as closely as possible).

The reason the index lock will not fully engage is because the pulley has slipped from the original position and moved too close to the lathe housing.

The reason your MT2 taper wobbles is because the belt is not running parallel between the pulleys.

WHEN you get the pulley back into the correct position (check this by inserting the MT and turning the lathe by hand while checking for "wobble" AND THEN check the index lock to make sure that it fully engages), remove BOTH set screws in the pulley (check both, pulleys, but it's always the top one) and apply ONE DROP of BLUE (not red) Loctite thread compound to both set screws and tighten to 25 inch pounds of pressure.
