decal question

I have a 30 pen order that I need to put a decal on and I am having a heck of a time getting them to stick - I have had 7 of 15 peel up so far and have to redo. I am using water and I even tried the decal set from testors that came with the decal paper kit.
Do any of you use the decal set solution?
I am leaving the deacls in the water 30-40 seconds - and within 5 secs or so sliding the decal to the blank - a lot of them just start curling up and it takes a couple minutes to get them to stick down - even with the set solution.
Any thoughts? I am applying on curly maple that has a couple of coats of CA.
 
I do the same thing except i have been wetting the blank were the decal goes also but I am using corian and not wood.
then i use a damp paper towel and lightly wipe over the decal while it is still wet and pushing excessive water out.
 
I found that if I apply the decal set to heavy to the decals I have the problem you have. I now just put a couple of very light coats and haven't had any problems .
