CA finish problems

I am trying to do a CA finish on a pen i just completed, but i keep getting a dull finish. the only thing i can figure out is that im not letting the CA to set up fully between coats. HELP PLEASE !!!!!!!!!
 
Let it sit (several coats of CA) overnight and come back tomorrow to sand. It's plastic, it has to shine, if it's "set".

Sand to 1000 grit, then do Micromesh to 12M. SHOULD work.

Is the finish dull on the surface (not glossy) or is dull UNDER the CA (CA glossy but something cloudy underneath? If it is dull on the surface, MM sanding and buffing will restore gloss and make it beautiful. If the dullness is under the CA, then you have a problem with either your base sanding or finish applied before the CA went on.

If you put oil on (BLO, TUNG, TEAK, WATCO etc.) and did not let it dry for at least several hours, you can easily get these dull patches. If that is the trouble you can wait to see if it clears up or sand back and fix the underlying problem then reapply the CA.

+1 on what Bree said. Also you didn't say what wood you are using. Some oily woods can be problematic with CA finish. Try wiping down with acetone to remove the surface oils. You may have to sand back down to the wood first since you have already put some CA on. Then the CA should go on no problem. Hope this helps.
