Bullnose live center?

I'm looking for new parts for my Jet mini and ran across this http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=40090
at HF. It's a bullnose live center and it says "Precision bullnose center supports parts or open-ended tubing as small as 1/2'' and as large as 2-1/2'' in diameter" What does that mean? I don't understand what it would be used for or what the 1/2" to 2-1/2 difference means....

I use a bull nose to support the tail end of turnings with large holes - one example is a drilled hole to contain a candle or votive light. I use OneWay live centers and they have a large cup center and a large cone center that threads onto the outboard end of the live center.

Have also used it with turning ornaments or doing finish work on other turnings that have a hole and need support.
