Anyone know if you can take a 6" harbor Freight buffer and put a few blocks under it to raise it to support 8" wheels?

I don't see there being a problem. You are just looking for clearance of the buffers. If it was sitting on a pedestal you would have the clearance, on a workbench a 2 by would most likely be required hold it up high enough.
The distance from center of the shaft to the bench top is 5", so technically yes. But, the circumference of an 8" buffing wheel is traveling pretty fast at 3600 RPM. A soft 4" diameter buffer is probably a better choice for buffing plastic or a wood finish. That would be the same Linear Feet per Minute as an 8" wheel on a 1750 RPM buffer. LFM = Diameter Inches x 3.14 x RPM / 12.
