Was at Hobby Town getting some stuff for my son. I asked the salesman if he had any decal paper. I got the Testors package of 3 white and 3 clear, just to try it out. While I was in line I noticed a rack full of DRY stickers for soap box derby cars. Would these work if I applied CA before and after application? Do I need the Testors software to make decals or just some type of photoshop software?

NO.
Plus it is full of ad ware spyware malware..... you name it.
You can use Windows paint
