if i was going to use dead center with 3/8 bolt what size OD would the spacer need to be ? ( The peace that the stopper would seat aginst / normal size of stopper thats near the neck of the bottle )
or does anyone nake a m2 bottle stopper mandrel

There are two sizes that I've used. The Ruth Niles stoppers from Torne Lignum use a smaller bushing than the size I get from Arizona Silhouette.

The Ruth Niles style are 0.807" while the AS style are 0.947"

I use a 1/2" rod turned down and threaded 3/8 16 for both styles.

I made a bushing for the Ruth Niles style so I can use the same drive center for both types.

I use my collet chuck to hold this piece.
 
Ruth Niles site (the one linked by Chris above) also has instructions for making your own stopper mandrel by using a bolt. Although some want the blank and the stopper to be a perfect size match where they come together many stoppers are made with the material (wood or other) being larger than the metal stopper. There are sooooooo many design options with stoppers.
