Anyone recognize this hardware?

I have a customer that found a pen he likes from one of his clients. It seems familiar to me but I can't quite place it. Anyone recognize it? Is it something that is still available? Any insight would be greatly appreciated!

The top band looks like the one from Dayacom's Jr. Citizen kit, but that's a gent jr style kit.
