Are we talking pens or flatwork??? For pens, I have never found it oily, but I've never worked with bigger pieces.
 
I have made 2 pens with some Amboyna burl. I bet I had to put 10 coats of CA on it before I got even an inkling of a shine. Seems like it just sucked it up or something. I have some Thuya burl also and it shines up much easier.
 
It can be kinda hard, is it possible that you did not sand effectively???

Was it shiny BEFORE you started finishing?

Hi,

The blank could have been sealed with stuff like pentacryl, a waxy mix to seal the blank and preventing checking. This cold be your "oily" feeling.

Alfred, I think you hit it. That's what it feels like and I have worked with wood that had been treated with it before. Thanks for the info guys!
