This is a Wallstreet II with Stylus from Woodcraft. Made for a friend retiring for good. Original from Coast Guard and now a civilian agency. Hence the Red/White/Blue section and the Yellow/Blue bands. Colors are dyed wood blanks I also got from Woodcraft except for the white which is ivory.
