Quick answer is: Vacuum is used more when stabilizing blanks, followed by pressure. Vacuum pulls air out of wood, then it is replaced with the PR/stabilizer. Pressure forces it further into the pores.

Pressure alone is more for decreasing the size of bubbles in normal casting.

In regards to making blanks you can also use vacuum to try and enlarge air suspended in the resin to help remove bubbles. Personally I use an ultrasonic cleaner to do that.

Pressure is used to keep gas that is suspended in the resin suspended (think bottle of soda with the lid on.)
