what type of handle is this....?

Delta just calls it "handle"...does it have a better name?

And is the a better way to Fab this part? The hex female is plastic and strips easily. I would like to replace this part with something more reliable.

Looks like the handle for the motor adjust or (maybe) locking the tail stock in place.

That is just a variation of a Bristol Handle. The cheap variants have exposed springs. Many of the cheap ones index the handle by just using the 6 hex sides of the middle bolt. The good ones have a concealed spring and have many splines to index the handle position.
