That is a Montegrappa limited edition, from Italy, which is cast sterling, then hand finished. $700 is about middle of the road pricing for their pens, which can go into the thousands.
The second picture leads me to believe that The bodies of the pen and cap are 3d printed in a wax/resin and then cast. It looks an awful lot like grow lines through out the details. The smooth parts are smoothed on a lathe after casting and then engraved. THe clip and finial are easily made and then molded and then reproduced.
off the top i could see a roseengine, casting, and cnc being the likely ways. though another thought was a flat piece of metal that is then bent and soldered into a tube
me personally lost wax casting would be easiest to do
