Tenon question

This is a simple question but I value your opinion. When turning a European/Designer pen, a tenon needs to be cut. I also will be finishing this using the Stick Fast CA finishing system. Do you cut the tenon before or after you have finished the pen? Thanks. I told you it was a simple question.

When I used the centerband, I would make a cut with my skew turned flat where the centerband would seat against the wood, it was not final depth but it was more than just a nick. This would allow me to then finish the pen barrel, buff it out and then part off the tenon. By keeping the area that was going to be parted off the same diameter as the area where the band seats next to the wood, it kept me from rounding down the wood or finish as I sanded the wood and as I buffed out the finish. It also minimized the finish chipping off as I parted off the extra for the tenon.

It should also be noted that I buff out finishes using wet micro mesh pads so I cannot have any bare wood.
 
Sand, cut tenon, finish. You also want to undercut the tenon by a slight amount so the center band seats tightly against the barrel.

A argument may start that you should finish too before cutting the tenon.
