I have no experience in any reloading activities.
I would like to make some cartridge pens from fired brass, 30.06, and 308. It seems that I need to re-size the neck of the brass to get a good fit to solder in the 7mm brass tube.

I guess my question: What do I need to purchase to do this? I know I can purchase brass with that already done, but just want to do it myself. Is this a relatively easy thing to do?

Resizing the brass will not result in a good fit with a 7mm tube. The inside neck diameter of a sized .30 Cal cartridge is about 0.305". The outside diameter of a 7mm tube is about 0.270".

You're going to need something to bridge the gap. When making shellcase pens with a slimline nib, I typically solder at the case head and fill the neck gap with shrink-tube. When forced to solder at the neck, I've fabricated a spacer from a slimline centerband. See http://www.penturners.org/forum/f13/back-back-7-62-nato-pen-121998/#post1660818 for an example.
