I want to make some pepper mills that will need to be painted. What type of paint would be best suited for this? Would latex paint be OK? I'm just wondering about the "food safe" issue here.

IMO: Latex paint is easy to work with and dries quickly, but it isn't quite as durable as oil-based paint. Latex is chemically stable once it cures and shouldn't be an issue for a pepper mill.

I use acrylics, I get them usually from Hobby Lobby. Easy to use and water cleanup and available in a multitude of colors. Here is a pair I made on commission for a customer. Painted blac , then Turquoise. Then sanded back to reveal some black adn just a tiny bit of wood on some highlights. Base wood is cherry.

There is never a reason to treat the inside of a mill. If it's for the outside, oil base will stand up to the harsh environment of a kitchen.
