Need help with lathe

Hello all,
I have a Rikon 70-220vsr lathe. Had it about 6 months now. But, I just noticed that the belt keeps jumping over a bit off the top pulley. The belt once turned on slips over so only half the belt is on the top pulley. And the lower pulley actually can move around a bit, people who have this lathe...is the Lowe pulley normal to move around a bit. I tried tightening the set screw, but won't tighten any more.
So main concern is why is belt slipping on top pulley and is it normal for bottom pulley normal to move a bit?

I do not own that lathe but sounds like the pulleys are out of line. Also if the weight of the motor pulls on the belt you need to make sure that it is doing that.

If the set screw won't tighten any more, it has to be replaced. The pulley should be solid as the motor will bottom out on the table underneath with the belt in the wrong pulley. Then it will slip like crazy and ruin belts even though I have the 110 version they should be very similar.
I might even try to drill on the shaft for the set screw to sink into.
