Need EMS Pen Blank

My Step Sister is with the EMS and I want to make her a pen using the WHITE THIN LINE on BLUE Pen Blank. I have googled and searched the web and can't find any. Can anybody on here direct me to a vendor that sells them along with the THIN BLUE LINE on BLACK Pen Blank for her daughter in the Sheriffs Department, Thanx, Guy.
