I have always calculated size for my blanks.
Measure diameter with calipers and then multiply by pi. I normally then add a bit for the thickness of the label, depends what paper stock I using.

Peter,
The reason for masurement has to do with the convention used in penmaking that the size number is normally the conventional hole size drilled. A 7mm slimline goes into a hole drilled with a 7 mm drill bit.
The actual size of the exterior of the tubes can vary a bit.
Measure and multiply and assumptions will not bite.

There is a document in the library which shows the circumference for all of the tubes sizes bot inch and metric.
