Daniel, That is the "Emperor" kit. I think you can still get it at craft supplies USA, which is a internet supplier. It comes in two sizes, a "Junior" size, and full size. It is essentially a fancy version of the "Gentlemans" pen at the same supplier, which also comes in Jr and full size. They both come in rollerball, and fountain pen.

These are "High end" kits. pricey, but fabulous pens... Remember the trustone pen I made? It is a Jr. Gent... As is the one I got in the mail in the pen swap I did.....
