I get them from Lee Valley Tools . They're $0.95 each or $0.75 each in lots of 25 or more (Canadian $). They don't come with the colored interior , I make those from "craft foam" of different colors according to the color of the pen . I have red , green , biege and white . The foam costs about $0.50 per sheet and I can get about 10 per sheet .
