Cigar Bushing Kit

I got a cigar bushing kit from woodturningz and they did not quiet fit on the mandrel, I had to file down the insides a bit. All my other bushings fit without any problem. (The four other different sets) Is this a common occurance?

I've never had mandrel bushings which didn't fit on the mandrel. Several which were out-of-round such that I couldn't use them but even these fit ok on the mandrel. Probably 15 or so sets of mandrel bushings until I converted to between centers turning using johnnycnc's machined bushings.
