Something I did a few times years ago.

Turning the plate in the lathe is straight forward

Recesses can be done a couple ways

One way is hand carving (I did that once)

Afterthat I used a template and a router to cut the recesses. Sanded the bottom to remove any small router bit swirls.

Hmm I can cut identical blanks, one would be the plate and the other the template in which I would cut the holes to make the template

Yup -- I had a porter cable router with a follower insert that fastened into the base and used a bull nose bit to cut around the edge (radius edge at the bottom and than used a straight 1/2 inch bit to hog out the center. The very center of the big compartment was a bit tricky keeping the router balanced but made a template for just the center and it worked well.

I turned the plate and put a large foot on it.
