I sent it to a professional stabilizing service, they sent it back saying it was not porous enough to stabilize.

Stabilizing and dye does not hold up at all with horn. Some may claim they 'stabilize' it but more than likely you will get damaged fibers and no uptake of resin.

This is some red dyed buffalo horn that I did 7 years ago. The thickness is at most 1/64" and on the edges it is very visible where the dye reaches.
