I read it as just creating a vacuum but components that are rated for up to 60psi maximum pressure. Most A/C systems are under pressure when you first hook up your vacuum pump. The pressure rating is likely for that situation instead of creating a 60 psi discharge.

This type of pump is not designed for A/C work and would not be a good choice for stabilizing either. This one only pulls 25.5 inHg max. You want one that will go down to at least 75 micron.
That is if you want it for stabilizing.
