failing ink cartridges

Is there any way to rejuvenate an ink cartridge that’s been lying around for a time?
A few customers have commented that the cartridge starts skipping after a short time.
I immediately replace the cartridges for them.
These kits have been in the shop for, due I dare say, a year or two.
These are Cross style refills. Has anyone else experienced this problem?
Can anyone recommend a reliable source for Cross and Parker refills?
