What are pin chucks?

I've seen this a few times and most recently one on the new Statesman pens.

The only thing I can come up with is a mandrel in which the steel matches the ID of the brass tubes being turned and the bushings milled would me large enough for just the OD. (they would not slide into the brass tubes.)

Am I way off base here?

Correct. Fangar is selling some for the baron style (which also fits the jr gent and jr statesman) he is working on the gent and statesman.
