My Father-In-Law is buried in an exterior mausoleum. He was in the navy in WWII. My Sister-In-Law obtained a metal naval emblem from the VA. It is designed to be attached to vaults with epoxy. I was asked if I would attach it to the vault. I am concerned about the Wisconsin winters. My question is should I wait for spring to attach this emblem? Typically the temperatures have been dipping to temperatures in the mid twenties. Thank you in advance for your suggestions.

There are cold temperature epoxies. You will not find them in the big box stores, but marine supply stores in northern latitudes tend to carry them.

West Systems and System 3 are good places to check.
