Twist pen problem?

I've been having a problem with several twist pen kits (several types) some of them work as expected - twist to open twist back to close.
However, some of the pens the twist is tri-state, open-close-open (in the same twist)

Is this OK? is there anyway to fix it? if not, do you think I can return faulty mechainsms? no need to replace the pen just the twist thingy...

(I hate center bands!)

Gigar pens are like that, twist right the tipe is exposed, twist left and it withdraws, twist farther left and its exposed again. I don't know if any other kits are like that, someone will let you know.

Double twist mechanisms are used on many pens that have a parker refill. However, not all companies use them.
