I'm wondering if someone might be able to answer a question for me. I made a statesman pen for the first time and when I was done, I realized that I have a piece from the parts that were in the bag that is about an inch long and black. One end is slightly tapered, no threads on it. It was in one of the smaller bags with the center band coupler, sort of sitting over the black part of the center band coupler. I'm wondering if this was just an extra protective piece that was used to shield some part of the kit, or do I need to take my pen apart and figure out where it goes?

It's an insert that goes into the top of the cap. I haven't had any problems when I've forgotten to put it in place.

I'm assuming that it's purpose is to "dress up" the inside of the cap since most almost all of the larger pens we make have a diameter which we can easily see into. Like Jim says though I've left them out once or twice and saw no ill affects to the pen.
