I saw some new kits advertised that take size "O" and size "V" bits to drill. I have heard machinist talk in these sizes. Is there a fractional equivalent for these that is readily available?

If you look in the Library there is a drill chart in there which will give you the decimal equivalent. O and V are just part of a Letter drill set.

This site; http://www.buydrillbits.com/products/hss/jobbers.php?&Point=118 , gives the sizes of most drill bits. The "O" bit = 0.3160", 5/16 =0.3125", 21/64 = 0.3281". "V" = .03770", 3/8 = 0.3750", 25/64 = 0.3906". So the subs really depend on just how close you need the hole to match.

5/16th fraction and 8mm metric are close to "O" and 3/8th fraction is almost dead on 'V" (about 9.6mm) Google letter drill bit size and you'll have something come up that will let you find the conversion.
