I saw some new kits advertised that take size "O" and size "V" bits to drill. I have heard machinist talk in these sizes. Is there a fractional equivalent for these that is readily available?

If you look in the Library there is a drill chart in there which will give you the decimal equivalent. O and V are just part of a Letter drill set.

5/16th fraction and 8mm metric are close to "O" and 3/8th fraction is almost dead on 'V" (about 9.6mm) Google letter drill bit size and you'll have something come up that will let you find the conversion.
