I use an acrylic paint. I am probably not supposed to do this, but I paint the blank, wait 20 minutes or so then epoxy in the tube. The pain mixes with the epoxy but so far it hasn't affected the integrity of the epoxy. I do this instead of coloring the epoxy because it ensures more even coverage of the inside of the blank.

I use the acrylic paint from Michael's that they have on sale often for a dollar or less for a bottle. It will dry in about 20 minutes if you blow air into the blank. I set in on a dehumidifier that runs in the shop and use 5 minute epoxy with a drop of the same paint mixed in to glue the tube in. If the blank is really translucent I also spray paint the tube with Krylon acrylic spray paint that also dries in 20 minutes.

The most important considerations are a) colour , b) opacity , c) drying speed

I would add one more to Wayne's list:

d) paint thickness. Some house paints form pretty thick films which might not leave you enough room in the blank to insert the tube. Water based (acrylic / latex) paints would likely be a better choice than an oil based paint (alklyd).
