In a standard cigar pen kit. Is the bottom tube 5.3cm X .9mm and is the top tube 5cm X .9mm ?

Definitely not .9mm.
Mine measure 52.57mmx9.8mm and 48.65mmx9.8mm.

John, you are welcome. Someone on here a while back offered a group of pdf's of many pen sheets. I was lucky enough to receive a set. For anyone wishing to have a set, I'll try to gather them back up and send them out. PM me for them to keep this post clear, please.
I wasn't going to mention the decimal thing. My glasses need cleaning also.
