Measuring Pen Size

Dumb question, but when they say that a pen (Lets use a Jr. Gent for example) is 1/2 x 4.5 inches (just making those up, don't recall the exact values) it's plain that 4.5 is the length of the pen, but the 1/2 inch, is that the diameter of the Cap or the barrel (assuming that you turned it straight between bushings, didn't add a curve to it.

Going out on a limb here, but I believe it is the fastest part of the pen when turned bushing to bushing.
