a pen clip manufacturer to create some pen clips I want to use on my pens. Anyone out there know of anyone out there (LOL) that manufactures pen clips?

Unfortunately the minimum order will probably make it unfeasible for most. I do, but cost per pen is usually to high. If you find a better answer there are quite a few that would be interested in the details.

Michelle, the company that Mike has in his response is the company that bought all the dies from Ideal in RI, Ideal had a minimum of 10,000 pcs/style/color, the company they sold it too, International Metal, raised the minimum to 25,000 pcs/style/color...that is just for stock items.
Your best bet is to incorporate something that's out there already into your design; hand make each clip; make a master of the clip you want out of a material that can withstand the heart of vulcanization, and then send it off to a casting house; or if simple enough, cast it your self in with either sand or delft clay casting.
